Brooke Pakistan's advocacy journey behind a landmark provincial law
Brooke Pakistan contributed technical expertise throughout the development and implementation of Khyber Pakhtunkhwa’s Animal Welfare Act 2024, from drafting to post-enactment support in FY 2025–26.
Brooke Pakistan reviewed the draft rules developed under the Act and submitted written feedback covering enforcement mechanisms, standards for transport and handling, and penalties for cruelty. The goal was to make sure working equids — not just livestock in general — were explicitly reflected as the law moved into its implementation phase. The KP Livestock Department acknowledged the input and committed to incorporating the suggestions where feasible. In parallel, Brooke also proposed a similar animal welfare chapter for Punjab's Animal Health Act 2019, positioning the KP effort as part of a wider multi-province push rather than a one-off.
The bill cleared the KPK Provincial Assembly and moved into the rule-drafting stage. At this point, Brooke Pakistan estimated the law's indirect reach at 900,000 equines province-wide.
Brooke Pakistan's advocacy shifted toward implementation — supporting orientation sessions for key livestock officials on the Act's provisions, and continuing to work with stakeholders on the regulatory and enforcement framework needed to turn the legislation into practice. With this progress, plus inclusion of equine welfare in partner strategies, the estimated indirect benefit was revised up to 1.15 million working equids — a significant jump from the 900,000 figure earlier in the year.
